The District House


Lt.Harding Welsh

Lt. Welsh is the head of the Violent Crimes section of the district Ray works for. A patient man, he is often baffled as to why and how the Mountie always seems to figure into things, and shows genuine concern for Fraser, and is gruff and sometimes stern with Ray.


Huey and Luey

Jack Huey and Lewis Gardino as as different as two partners can be. Jack is a snappy dresser, Lewis looks like your Uncle Phil in the photos of the Christmas party from 1978. Both Huey and Luey (who hates the nickname, by the way) like to make Ray's life miserable, all in friendly division competition of course.

After Gardino's murder, Huey was assigned a new partner, Tom E. Dewey.


Elaine Bespriss

Civilian Aid, Dispatcher, and sketch artist, Elaine wears lots of hats at the district. She is quite taken by Fraser, who often seems oblivious to her attraction. Seems, being the operative word. She's waiting for Fraser to notice she's alive and available, but she's not going to wait around forever. As of early 3rd series, Elaine has become a full fledged police officer assigned to the district.


Family


Francesca

Frannie Vecchio sometimes hates being Ray's little sister. Other times, like when he brings his new hunky Mountie friend home for dinner, it ain't half bad. Frannie is convinced Fraser is the man for her, and it takes her the better part of a season to get up the courage to tell him so. The results are . . . amusing. When Elaine graduates the Academy, Frannie inherits her old Civilian Aid position. Be afraid.


Fraser Sr.

Robert Fraser was a Mountie through and through . . .

. . . and still is.

Being murdered in the pilot didn't really seem to slow Bob down much, and he's always there when his son needs him.


Stella Kowalski

Stella was Stan's childhood sweetheart, however the two are currently divorced. Kowalski wanted children, while she put her career first. Also, the volatile Kowalski was difficult to live with--thought the sex was apparently phenomenal. Now an Assiatant States Attorney, Stella still cares very much for Kowalski, and he for her, but is leery of resuming any kind of relationship with her ex.


The Consulate


Chief Liason Officer Moffat

Moffat couldn't find his ass with both hands and a flashlight. Not exactly the poster child for diplomacy, despite the fact that he's currently employed as a diplomat. He rarely seems to remember that he's Fraser's boss, and when he does, it's usually to ask Fraser to act as glorified errand boy or babysitter.

As of season two, Moffat has been promoted out of Chicago (apparently after many years of doing absolutely nothing, he stuck a Mickey Mouse hat on a Mountie Doll).


Chief Liason Officer Margaret Thatcher

Thatcher has it in for Fraser, we think. It's the only explanation for the harsh way she treats him, right? Either that, or she secretly lusts after him, and it's all a ruse. A really scary ruse.


Ovitz

Ovitz was the new Personal Assistant (apparently taking over Jasmine's job) at the Consulate. That's not his name by the way, just a nickname. Turnbull seems to have taken over most of his duties since the move.

Constable Turnbull

Turnbull is the quintessential yutz in a hat, and is currently living in a very nice cardboard box. The rest of the time, he works at the Consulate, and is very efficient, if not too imaginative (or bright, for that matter.)
